Withholding Information

During recent Labor negotiations, both parties knew that the rising cost of health insurance was going to be a major issue. Two years earlier in an attempt to curtail costs, the employer’s management, without publicizing or concealing the fact, decided to become self-insured. The previous insurance provider had agreed to become a third party administrator, so it was likely that the change would not have been apparent to the employees. During the current negotiations, the employer asked that the employees agree to change benefits in order to lessen the premiums the employer paid for the health insurance. The employer told the employee’s mo other measures could be used to reduce those growing costs. In response, the employees asked the negotiator if the employer would consider becoming self-insured so their benefits could stay the same while the employer would be able to control costs because there wouldn’t be an insurance company realizing a profit from their contributions.

It became apparent to the employers negotiator that the employees had not noticed the change to self-insurance two years earlier. Unfortunately, any savings by becoming self-insured had already been realized in the health care program and would not change the employer’s need to have benefits reduced now in order to cut costs in the future. The negotiator worried that if the employees knew their employer had already become self-insured, they would not be willing to give up some of the plan’s benefits, expecting rather that the employer absorb the cost. On the other hand, the negotiator wasn’t sure it was right to withhold the information from the employees, regardless of the outcome of the negotiations.

Identify ethical systems that may guide the parties to a negotiation.

Differentiate between concealment behaviors in negotiations that are ethical and those that are unethical among the parties in the negotiation.

Your organisation is seeking to make a major product and/or process investment and you have been

assigned to work with the Systems Engineering team to develop a concept for it. You have been

asked by the project leader to develop a concept for one part of this system. This could be a design

area or part of the manufacturing/network system.

Tasks – there are three tasks (a-c) and you must attempt all of them.

a) Select a part or an aspect within the overall system1 and develop a system functional specification
in the form of a Function Block Diagram for this. Support this with one page of background analysis

(see Note).

NOTE: include a needs analysis, provide one or more operational scenarios, identify the main inputs,

transformations and outputs. Do not be too ambitious; aim for between 10 and 20 function blocks.

Your FBD should fit on one page of A3 maximum.

b) Write accompanying notes that explain the rationale for your specification, or at least a significant
part of it. Guidance: One page of concise notes in the form of extended bullet points with a reference

identifier to the part of the FBD to which it refers.

c)Write a short briefing note for members of your work area that explains the role of Systems

Engineering and what impact it can have on them. This should include ‘good’ and ‘bad’ i.e. what the

impact might be if it is done badly. (500 words maximum)

1 This could be a new factory, a major part of that (for example a new body, paint, trim or engine plant), or

some significant infrastructure development (a new line, for example, or a significant work like say the channel

tunnel). It could also be a system associated with product engineering, but avoid making the focus an

There are multiple owners of the store and they wish to have an information system that gives them up to date information about the current status of the business. The owners are often in different locations and therefore the system needs to be available from multiple remote locations. Furthermore, the owners have very little technical skill and therefore, the information presented to the owners must be in visual form (e.g. a dashboard).

The store would like to use the system for analysing sales, cost and customer trends. They expect it to be constructed in a way such that a range of queries are available to them. The owner’s most urgent need is to have information concerning the volume of sales of different products and services, the volume of sales in each location, and the performance of their sales personnel.

You may assume the following for simplification purposes:

There are only 6 months of trading data available.
The store has 8 personnel.
The store has 3 branches in the city.
The store provides only 12 different products and services.

Requirements:

You must store the data in Database management systems (DBMS) (e.g. MySQL, MS SQL). You can assume that this database is automatically updated when a sales event occurs. Therefore, you only need to populate the database with static data.
