When grading the essays, I will look for…

Your ability to show you comprehend the material and provide a logical (reasonable use of supporting evidence with clear definitions of key terms or concepts) & consistent (position is maintained throughout the essay) argument.

Your ability to acknowledging and critique opposing arguments in a logical way (i.e., a thoughtful discussion about the differences between the majority and any concurring or dissenting opinions in a case).

The ABSENCE of outlines or bullet points that are essentially copy-and-pasted directly from my presentation slides (please do not do this).  You have a full week to prepare well-written essays, so you will lose points if you use an outline format in the exam.
 
Questions
1.)  Discuss how changes in states’ policy mood and specific opinion help explain the recent developments in morality policies such as abortion and LGBTQ rights.  In your opinion, whose opinion tends to matter the most in the opinion-policy linkage and why? 
2.)  Discuss at least four different types of taxes a state could use as potential own-source revenue for their expenditure policies. What are some of the economic and/or social reasons why a state would decide to use one taxation method over another?  In your opinion, should states develop a regressive or progressive tax system?  Why?
3.)  Compare and contrast the three different economic-development strategies a state could emphasize.  What are some of the concerns about offering homogenous incentive packages to secure investments for these strategies? In your opinion, which is the best strategy and why?
4.)  In what ways is a state’s pollution levels directly related to the structure of that state’s economy?  Why should we be concerned about the spillover effect and how has the federal government tried to regulate this type of interstate pollution in recent decades?  In your opinion, should the Environmental Protection Agency grant states administrative privacy?  Why?
5.)  If it is true that parent and student choices create competitive market pressures on the U.S. education system (K-12 and higher ed.), discuss what these choices are and the different theoretical ways public education institutions will improve.  How can the federal and state governments facilitate a competitive education market?
6.)  Explain how the U.S. Supreme Court’s decision in Citizen’s United v. FEC
(2010) impacted the amount of money being raised and spent in state campaigns and elections.  Additionally, how did this decision alter the role party-allied interest groups play in these elections?

The medical home care model provides patients with a central primary care provider or practice that coordinates their care between settings and different providers. Interdisciplinary and interprofessional community based health teams provide care with a focus on preventative care and chronic disease management. This focus can improve patient outcomes by improving general health, preventing exacerbation of current chronic conditions and development of future illness. These health teams may include “medical specialists, nurses, pharmacists, nutritionists, dieticians, social workers, behavioral and mental health providers (including substance use disorder prevention and treatment providers), doctors of chiropractic, licensed complementary and alternative medicine practitioners, and physicians’ assistants” (ANA, 2010, p.4).
This care model coordinates care to provide “a more efficient and holistic approach to treatment” (Adamson, 2011). Care access is simplified and patients are better informed and engaged in their care. This is more likely to result in improved patient compliance with treatment recommendations and preventative care. A key benefit to this care model include reduced costs and improves health outcomes.(Adamson, 2011)
In February, 2016, the Patient-Centered Primary Care Collaborative released a report that highlighted new evidence that shows that medical homes lower costs and improve healthcare quality. Patients in this care model are experiencing improved health and decreased ER visits and hospital readmissions. (PCPCC, 2016)

The innovated health care delivery model that I picked was the Medical/health homes. This model can be understood as a mechanism to provide patients with a central primary care provider who coordinates the patients’ care across settings and providers (American Nurses Association, 2010). This type of model promotes preventative care, as well as chronic care management. I believe this model is advantageous to patients outcome, because it treats the whole person. This model aims to improve access to care, allows an increase in care coordination among all providers, and enhances the overall quality of care while reducing costs (The Medical Home Model of Care, 2011). This model has been shown to improve not only the patients care coordination but also improve the patients overall outcome. Patients care is overseen by the primary care provider, so any referrals are made through them. I believe this enables the PCP to play a more active role in the patients care, as they receive all the reports from all the doctors that they were referred to. By doing this it allows the PCP to see the whole picture and they know exactly what is going on with their patient at any given time. This incorporates an interdisciplinary holistic care approach and helps to ensure continuity of care.

More about developing your essay: 
Your research on how a citizen can address this issue should be based on the textbook (especially chapter 3), classroom insights about the political world, your experience at local meetings and your own independent research that looks into specific political parties, interest groups and other vehicles for participation that are unique to your issue.
You will need to provide a thesis statement that includes a position on the political issue you think should be addressed and a list of the main actions that you will cover in the paper for how a citizen can act through the political system to address the issue (both as an individual and as a group and through the various institutions in government). You will need to provide data on the political issue you think is most important which covers the extent of the problem, including who is affected and how, and possible causes and solutions. It should address provide both the historical context and current status of the problem. If you are struggling to come up with a political issue, you may want to check out the “Debate in 15” in Chapter 15 of the textbook for ideas (you can use the table of contents on Revel to navigate to this section of the book).  
Some questions to consider as you develop your paper:
What is the most important political issue to you and why?
Who is affected and how?
What is the potential impact of not addressing this issue?
What is the historical context and the current status of this issue?
What political actions can a citizen take both as an individual and with a group of like-minded individuals to address this issue?
What are the positions of the two major political parties in the U.S. on this issue and which one would you argue has the best idea for how to address this problem and why?
What specific interest groups are there to address this issue?
***A special note about a well-developed thesis statement***
A well-developed thesis statement both provides your audience with a clear statement of your positions (in this case what the most important issue is and why and what the plan of action is) and it gives you reader a roadmap of the major ideas of your paper. As such, your thesis should list the major ideas that will be covered in the body of your paper (in the example below this is “a, b and c” and “d, e, and f”) and the order in which they are organized in the body of the paper. Thesis statements are generally included at the end of the introductory paragraph. The body of your paper should then follow the organization set forth in the thesis statement.
Below is the general format (or anatomy) of a well developed-thesis statement and a specific example that I would probably use for my own paper if I was writing this essay (please note, there are other ways to organize your thesis statement but the same general information should be included). 
Thesis statement anatomy: 
If “x issue” is not addressed, there may be grave consequences such as “a, b, and c.” Citizens can work to prevent these consequences through the political system by “d, e, and f.”
Thesis statement example:
If climate change is not addressed, there may be grave consequences such as disastrous flooding, wildfires, political unrest and food shortages. Citizens can work to prevent these consequences through the political system by voting for representatives who will support a Green New Deal, joining interest groups who are lobbying government, and encouraging others to take action by promoting various ongoing activism on social media. 
Consider working on an outline to guide your writing/research process. It’s more work up front but the writing process is way quicker and the product/essay tends to be better organized and better quality overall.  
An outline would cover:
Introduction and thesis statement
Explanation of the issue
who is affected and how (including data/research to support the claims and provide specifics)
historical context and current status (including supporting research and data)
Consequences of not addressing the issue (including supporting research and data)
Plan of action for addressing issue
As an individual
Including specific political actions as discussed in Chapter 3 and described in the context of the issue you’ve chosen to address
With a group
Including specific groups like political parties and interest groups (again discussed in Chapter 3) and described in the context of specific party and group positions on the issue.
Please note: the plan of action should make up at least 1/2 of your paper and include very specific information about things like: How to register to vote, where to vote, when to vote, where to find info on running for office or getting a ballot initiative on the ballot (including general information about what is required, for example, signatures/meeting deadlines/following campaign finance regulations, etc.),  what specific interest groups or political party to join, what campaigns/efforts to tap into, etc.
Grading breakdown (100 points total):
