EPA published an economically significant proposed rule intended to reduce CO2 emissions from existing power plants. EPA expects annual compliance costs of $5.5 billion, climate benefits of $17 billion, and co-benefits of between $16 billion – $37 billion in 2020. Comments are due on October 16. First paper is :

Interest groups try to influence the debate about public policy issues, seeking to persuade a broader audience to support their position.  A common vehicle for doing so is the “op ed,” a short article that argues for or against a particular public policy.  Your assignment is to write an op-ed opinion piece arguing for or against the adoption of the rule.  You can think of this as a blog post making an argument for or against the rule. 700 words maximum.

Audience:  Reasonably informed readers who don’t know anything about this particular proposal or the overall regulatory scheme that it is part of.

Congressional Testimony

You have been called to testify on the proposed rule before Congress as an objective analyst considering the rule. Prepare a written version of your oral remarks evaluating the rule and whether it should be adopted or not. Because you are only allowed 5 minutes to present your remarks, this should be under 700 words.
