Case Study, Stage 4: Executive Briefing on Implementation Before you begin this assignment, be sure you have read the Case Study and the Case Study Projects 1-3. Executive Briefing on Implementation For your Stage 1 Project, you proposed a technology solution to improve a strategic business area for the Case Study. In Stage 2 you evaluated the IT architectural considerations. In Stage 3 you developed a business case justification for the proposed solution. In Exercise 1 you conducted a risk analysis. In this Stage 4 Project you are to prepare an Executive Briefing using Microsoft PowerPoint addressing how the solution you proposed in Stage 1 could be implemented. You will describe the hardware, software and telecommunications components of the solution and how IT best practices and enterprise methodologies should be used to implement the recommended technology solution. Your objective is to provide a convincing implementation strategy that shows you know what the implementation entails and that the solution can be successfully implemented. Purpose of this Assignment This assignment gives you the opportunity to demonstrate your ability to plan a technology solution, to identify the IT best practices that should be used to implement it, and to communicate effectively with an important group of stakeholders. This assignment specifically addresses the following course outcomes to enable you to: evaluate information systems and enterprise solutions to determine the best fit to enable the organization’s strategic outcomes apply information technology best practices and methodologies to create information technology solutions apply fundamental information technology architecture concepts for information technology solution building Assignment Using the technology solution you proposed in Stage 1 and the technical details you included in Stage 2, you should prepare an Executive Briefing that: Briefly describes the proposed solution Identifies the hardware, software and telecommunications components of the solution Explains how the solution will be implemented Incorporates IT best practices and methodologies, explaining how they will be used for the implementation NOTE: Be sure to incorporate any feedback you have received on earlier assignments in this class to improve your final presentation that summarizes your proposed solution. Each slide should have a title and a limited number of bullet points. The presentation should capture key bullet points and not include complete paragraphs and detailed text. The bullet points in your presentation will be supported by relevant details in the “Notes” section of the slides. Use the “Notes” area to write what you would say if you were giving this as a presentation. Do not just repeat the bullet points from the slides. Presentations with limited or no “Notes” will receive much lower grades. The use of at least two external resources is required. Remember to correctly cite and reference all sources. Any direct quotes should be indicated within the slide text with appropriate quotation marks and an in-text citation (however direct quotes should be short and used sparingly, if at all). Complete references for sources should be included in the corresponding Notes section. Paraphrased material can just be referenced within the Notes section of the slides without an in-text citation on the slide. This deviates from APA style but keeps the slides more readable. Your presentation format should be professional and use frames, color and/or style to make it interesting in appearance to keep your audience’s attention. At least one graphic or diagram of your technology solution must be included. Use the Grading Rubric to be sure you have covered everything. Submit your presentation via your Assignment Folder as a Microsoft PowerPoint (2003, 2007 or 2010) document with your last name included in the filename. Also, place a copy of your presentation in the Week 8 Conference. The Discussion Board (DB) is part of the core of online learning. Classroom discussion in an online environment requires the active participation of students and the instructor to create robust interaction and dialogue. Every student is expected to create an original response to the open-ended DB question as well as engage in dialogue by responding to posts created by others throughout the week. At the end of each unit, DB participation will be assessed based on both level of engagement and the quality of the contribution to the discussion.

At a minimum, each student will be expected to post an original and thoughtful response to the DB question and contribute to the weekly dialogue by responding to at least two other posts from students. The first contribution must be posted before midnight (Central Time) on Wednesday of each week. Two additional responses are required after Wednesday of each week. Students are highly encouraged to engage on the Discussion Board early and often, as that is the primary way the university tracks class attendance and participation.

The purpose of the Discussion Board is to allow students to learn through sharing ideas and experiences as they relate to course content and the DB question. Because it is not possible to engage in two-way dialogue after a conversation has ended, no posts to the DB will be accepted after the end of each week.

One thing that unites all humans—despite culture or time period—is the desire to be happy. Since the beginning of Western philosophy, philosophers have been asking the question, “How can I find happiness?”

In Nicomachean Ethics, Aristotle asserts that all things have their own primary purpose, or end. He says that the good, or happiness, can be achieved by reaching that primary purpose. For example, an acorn’s primary purpose or end is to grow into an oak tree. An airplane’s primary purpose is to fly. And according to Aristotle, a human’s primary purpose is to develop reason and intellect—and to develop this intellect to its fullest potential. If this can be done, he says that happiness will be found, and the individual will be living the good life. And yet, Aristotle says, the “common run of people” (i.e., the Average Joe) look for happiness through pleasure, wealth, or honor. Consider the following passage from Nichomachean Ethics (Baird & Kaufmann, 2000):

Since all knowledge and every choice is directed toward some good, let us discuss what is… the highest good attainable by action. As far as its name is concerned, most people would probably agree: for both the common run of people and cultivated men call it happiness, and understand by “being happy” the same as “living well” and “doing well.” But when it comes to defining what happiness is, they disagree, and the account given by the common run differs from that of the philosophers. The former say it is some clear and obvious good, such as pleasure, wealth, or honor; some say it is one thing and other another, and often the very same person identifies it with different things at different times: when he is sick he thinks it is health, and when he is poor he says it is wealth: and when people are conscious of their own ignorance, they admire those who talk above their heads in access of greatness. Some thinkers used to believe that there exists over and above these many good another good, good in itself and by itself, which also is the cause of good in all these things. (1)

1. Why is property tax unpopular to tax payers? What property tax relief mechanisms can local government adopt to make it more palatable to tax payers? Please give some real world examples.

 

2. Most state governments have raised their sales tax rate over the past 20 years, while doing little or nothing to increase the sales tax base. Please explain why this is a serious problem from the long-term viability of revenue stream for state and local governments?

 

3. City A has decided to shift municipal garbage-collection financing from the property tax to user charges. Describe some ways in which such a system could be implemented and argue user charge is a better way to finance garbage-collection than the property tax.

Comparing the effects of three changes to the property tax:

1) Assume that the mayor of your city is concerned about the property tax burden on low-income households. She has asked you to analyze two proposals: (1) a $10,000 homestead exemption on owner-occupied property per household on the property taxes for low-income homeowners (must have income less than $20,000 to qualify); and (2) a comprehensive reassessment of all property. She has asked you to compare the impact on three typical households (please see PDF table.)

a) Calculate the property taxes paid by each household and the two types of “effective tax rates” (total taxes divided by income, and total taxes divided by market value) for the following three cases:

–without the homestead exemption or reassessment

You can assume reassessment means that all estimated market values are brought up to actual market value. The assessed values will adjust to keep the official assessment ratio equal to 50%. Compare the impact of these two proposals on horizontal and vertical equity relative to the present system.

 

b) If you assume that tax rates can be adjusted so that these two proposals raise the same revenue, evaluate them on the other criteria. Based on your evaluation of all criteria, which would you recommend?
