Henry told us in his guide to the Institutional Framework of Taxation in Australia that the Australian Taxation System is one of the most complex in the world and is made up of approximately 125 taxes including taxes such as Income Tax, Capital Gains Tax, Fringe Benefits Tax and Goods and Services Tax just to name a few. He also mentioned that there are many different organisations that play different and varied roles within this system to ensure its integrity and all Australians are equally treated with equity.

The Australian Taxation System is embedded in the way of life for all Australian taxpayers, we pay tax on our income, we pay tax when we purchase goods and use services, we pay tax when we sell assets and this is just to name a few but in return the Government provides services and benefits e.g. hospitals, schools, defence, and financial assistance to those in need etc.

As we know the government relies very heavily on the revenue from taxation to be able to finance its activities and services it offers to the public and reforms and reviews on taxation are often a focus of governments.

In recent years there has been an increase in the use of online currencies (Cryptocurrency) for sales and purchases of goods and services on the net, as well as those who trade in the currency for profit or use it for long term investment purposes. The tax authorities around the world are just starting to look at these cryptocurrencies and the way in which they should be dealt with for income tax purposes. The Australian Tax Office (ATO) is establishing a taskforce to monitor cryptocurrency transactions, the taskforce aims to ensure cryptocurrency investors are paying the correct amount of tax.

This assessment requires you to review this topical area of taxation (Taxing of Cryptocurrency) which has been playing out in the media for a number of months now as per Part 1 and Part 2 below.

Part One

Review Australian newspapers such as the West Australian, Financial Review, The Australian, Sunday Times and various others for articles on the area mentioned above. You need to find
10 newspaper articles which will be handed in with your assignment. The articles should be from 2017 or 2018 only. If you do not have access to Australian Newspapers then you may use the
Factiva Database within the Curtin Library. A factsheet on how to use this database and a short video presentation is included in the assessment link for this assignment on the Blackboard. These newspaper articles must be scanned or saved as PDF files and uploaded to the Blackboard in the appropriate area within the assessment tab. Please Note we will not accept links to the articles.

Part Two

After reading newspapers and journal articles and using wider research platforms such as the Australian Taxation Office Rulings on the subject of Taxing of Cryptocurrency and how governments are going to start tackling this issue you should be able to form an opinion to whether the policing of cryptocurrency will be effective or will it be a difficult task for revenue authorities.

For this area of the assessment you need to explain

  1. What is Cryptocurrency and how does it work?
  2. How is Cryptocurrency taxed within Australia at the moment?
  3. What are revenue authorities doing going forward to ensure that it is correctly taxed within their own regions?
  4. What is your opinion of the measures being taken by the tax authorities to ensure that they catch all the taxpayers partaking in the cryptocurrency world, will it be successful or will it be difficult to police? This area is based about your opinion so you need to ensure that you give us your own personal views of the topic and not a summary of the articles you have collected in part one of the assessment task.

The requirements of the assignment for part two is to produce a 1500 word essay on
your opinion of this topic which should be based on your findings from the Australian newspapers you have collected and any other research you may want to undertake, please do not just provide a detailed summary of the articles you have included in Part 1

The word limit does not take into account the cover page or references and we will allow an excess of 10%.

Design a behavioral economics response to one of the two problems outlined below. You can choose either option 1 (obesity) or option 2 (energy conversation)

Depth, breadth and “multiplexity” of the analysis and its stakeholders, will determine the quality of the journal.

      Word count: 2000-2350 words

      Option 1

A recent report released by the Trust for America’s Health and the Robert Wood Johnson Foundation used population trends and other data to predict that half of U.S. adults will be obese by 2030 unless Americans change their ways. It is estimated that 35.7% of adults and 16.9% of children aged 2 to 19 are obese, as the Centers for Disease Control and Prevention (CDC) reported earlier this year. The CDC predicts that these numbers are going to increase and exceed 60 percent in the next few years. Obesity raises the risk of numerous diseases, from type-2 diabetes to endometrial cancer. This will impose a greater burden on healthcare systems and associated costs. These projections supports a study published earlier this year in the American Journal of Preventive Medicine that found that by 2030, 42% of U.S. adults could be obese, adding $550 billion to healthcare costs over that period.

Trust for America’s Health sees an opportunity to change the growth in obese population with the right interventions. “We have learned that with a concerted effort you can change the culture of a community, including its level of physical activity, eating habits, what foods are offered in schools, and whether families eat together,” said Geoffrey Levi of George Washington University. In New York City, for instance, obesity for elementary and middle-school students dropped 5.5 percent from the 2006-07 school year to 2010-11, thanks mostly to healthier school lunches, public health experts said.

Source: Begley, S. (2012, Sep 18). Fat and getting fatter: U.S. obesity rates to soar by 2030. Reuters. Retrieved from http://www.reuters.com/article/2012/09/18/us-obesity-us-idUSBRE88H0RA20120918

      Your task

Suppose you are appointed as a consultant to develop proposals for encouraging individuals or groups to make healthier choices.

Propose a specific intervention to encourage healthy behaviors which may lower the increasing obesity rate. You could choose to focus on the U.S., or even suggest a nudge in your home country. Please specify the target group and the behavior you want to change. For example, you can focus on reducing obesity among adolescent boys or old women. Likewise, you may reduce the obesity by increasing the level of physical activity or by consuming more vegetables and less saturated fat. Think about the decision process relevant to the target behavior and the factors might cause the problem and promote the desired behavioral change. Describe what behavioral principle you are using and how your solution intervenes the decision making process in a way to induce the desired behavior. Next, please design and describe an experiment which will be helpful in testing the effectiveness of your intervention. Max 2.000 words.
