Policies are written documents that mirror the administrators of a particular organization. In this case, the organizations are healthcare organizations such as hospitals and clinics. With healthcare informatics becoming such a big part of healthcare organizations, policies are being made to keep patients and staff safe. Healthcare informatics policy is directed at making care more effective, improving public health, and proper collection and analyzation of data to guide evidence-based practice. Since policies are reflections of administrations, they can change based on the direction a healthcare organization is heading or what their focus may be (Hebda, Hunter, Czar, 2019). For example, if a hospital is having an increase in medication administration errors, then their policy may focus on scanning all patients and medications prior to administration.

        One of the biggest concerns of healthcare informatics is the privacy and protection of important patient information and policies on informatics have been aimed at reducing the risk of the security of that information being breached. Hospitals have policies such as not putting patient identifiers in emails, logging out of electronic health records once leaving the patients room, education on phishing emails, creating firewalls, having backup storages for patient information, audit trails for and specialized access for private charts. There are also policies on the recovery and retrieval of healthcare information in case of unplanned disasters. The AMIA identified six key health informatics policies: patient empowerment, HIT safety, workforce education, data sharing, quality measurement, and public health (Simpson, 2012).


        The impact these policies have made on informatics have been steps in the right direction due to the importance and protection they place on informatics. They allow us to safely use informatics for better patient outcomes. Telehealth is also fairly new has new policies arising too. For example, at our hospital we use telephysch medicine for psychiatric patients in the emergency department. One of our policies is that all of our psychiatric patients must be assessed by a telepsychiatrist and their recommendation must be upheld regarding 51/50 holds. Using telemedicine in place in person consultations at hospitals that do not have in house specialties improves patient care because it saves time and money for both the patient and hospital. It is especially effective for time sensitive cases such as patients with stroke like symptoms in deciding whether or not to use TPA because instead of having to wait for a neurologist to arrive, the neurologist is able to instantly assess the patient via computer video chat and receive expert consults.

With the rise in communicable disease, possible threats of bioterrorism, and other chronic illnesses, informatics and public health policies go hand in hand. Data collection and analyzation through interoperability systems can provide so much information that can help the entire population nationally. “Public health informatics (PIH) is considered to be one of the most useful systems in addressing disease surveillance, epidemics, natural disasters, and bioterrorism” (Aziz, 2017, p. 79). The government is essentially in control of public health decisions and determines which polices and guidelines will be enacted to abide by national standards. Public health information systems will depend on available resources and budget.

Currently, data collection comes from multiple different sources including, surveys, facilities, surveillance systems, and data collection systems such as health information exchange (HIE) and health information organization (HIO) (Aziz, 2017). Hospitals and clinics are often mandated to report specific patient information, which can aid in disease prevention and management. Although all this data collection aids in PHI, “nonclinical data sources can help assist in identifying public health trends as well” (Hebda, Hunter, & Czar, 2019, p. 426).

Surveillance systems collect patient data, which is then interpreted and analyzed to look for specific patterns and trends in diseases and injuries. This research can then provide insight on ways to possibly prevent or mitigate damage from the illness. Syndromic surveillance system is a specific system that “collects symptoms and clinical features of an undiagnosed disease or health event in near real time that might indicate the early stages of an outbreak or bioterrorism attack” (Aziz, 2017, p. 78). This information could then be conveyed to all national health officials. HIE and HIO can also provide pertinent information to the appropriate source, in the event of a natural disaster, where paper documents may get destroyed. This would be beneficial to PHI as well.

According to Aziz, the newest development in PHI is “geographic information system (GIS), which uses digitized maps from satellites or aerial photography to provide large volumes of data” (p. 78). This also helps provide nonclinical data such as location and spatial patterns. Another benefit for PHI and data collection is the advance of telemedicine/telehealth services. These services will hopefully be able to provide direct patient data, via smart devices. So many benefits exist with PHI that could provide information pertaining to vaccines, cancer, communicable disease, and the emergence of new diseases. This data would allow healthcare officials to determine if there is a possible correlation between patient location, diet regimen, or any other possible link between the patient and the illness.

PHI plays a pivotal role in the health and well being of all individuals. Funding and adequate resources need to be applied to the PHI specialty in order for it to prosper and gain support in the profession. Data collection, along with education, are imperative to the management and prevention of disease and possible threats.

Booker T. & W.E.B. The Debate between W.E.B. Du Bois and Booker T. Washington

Two great leaders of the black community in the late 19th and 20th century were W.E.B. Du Bois and Booker T. Washington. However, they sharply disagreed on strategies for black social and economic progress. Their opposing philosophies can be found in much of today’s discussions over how to end class and racial injustice, what is the role of black leadership, and what do the ‘haves’ owe the ‘have-nots’ in the black community. Booker T. Washington​, educator, reformer and the most influential black leader of his time (1856-1915) preached a philosophy of self-help, racial solidarity and accommodation. He urged blacks to accept discrimination for the time being and concentrate on elevating themselves through hard work and material prosperity. He believed in education in the crafts, industrial and farming skills and the cultivation of the virtues of patience, enterprise and thrift. This, he said, would win the respect of whites and lead to African Americans being fully accepted as citizens and integrated into all strata of society. W.E.B. Du Bois​, a towering black intellectual, scholar and political thinker (1868-1963) said no–Washington’s strategy would serve only to perpetuate white oppression. Du Bois advocated political action and a civil rights agenda (he helped found the NAACP). In addition, he argued that social change could be accomplished by developing the small group of college-educated blacks he called “the Talented Tenth:” “The Negro Race, like all races, is going to be saved by its exceptional men. The problem of education then, among Negroes, must first of all deal with the “Talented Tenth.” It is the problem of developing the best of this race that they may guide the Mass away from the contamination and death of the worst.” At the time, the Washington/Du Bois dispute polarized African American leaders into two wings–the ‘conservative’ supporters of Washington and his ‘radical’ critics. The Du Bois philosophy of agitation and protest for civil rights flowed directly into the Civil Rights movement which began to develop in the 1950’s and exploded in the 1960’s. Booker T. today is associated, perhaps unfairly, with the self-help/colorblind/Republican/Clarence Thomas/Thomas Sowell wing of the black community and its leaders. The Nation of Islam and Maulana Karenga’s Afrocentrism derive too from this strand out of Booker T.’s philosophy. However, the latter advocated withdrawal from the mainstream in the name of economic advancement

WILLIAM EDWARD BURGHARDT DUBOIS​ was very angry with Booker T. Washington. Although he admired

Washington’s intellect and accomplishments, he strongly opposed the position set forth by Washington in

his Atlanta Exposition Address. He saw little future in agriculture as the nation rapidly industrialized.

DuBois felt that renouncing the goal of complete integration and social equality, even in the short run, was

counterproductive and exactly the opposite strategy from what best suited African Americans.

Early Life and Core Beliefs

The childhood of W. E. B. DuBois could not have been more different from that of Booker T. Washington.

He was born in Massachusetts in 1868 as a free black. DuBois attended ​FISK UNIVERSITY​ and later became

the first African American to receive a Ph. D. from Harvard. He secured a teaching job at Atlanta

University, where he believed he learned a great deal about the African American experience in the South.

DuBois was a staunch proponent of a classical education and condemned Washington’s suggestion that

blacks focus only on vocational skills. Without an educated class of leadership, whatever gains were made

by blacks could be stripped away by legal loopholes. He believed that every class of people in history had

a “​TALENTED TENTH​.” The downtrodden masses would rely on their guidance to improve their status in

society.

Political and social equality must come first before blacks could hope to have their fair share of the

economic pie. He vociferously attacked the Jim Crow laws and practices that inhibited black suffrage. In

1903, he published ​THE SOULS OF BLACK FOLK​, a series of essays assailing Washington’s strategy of

accommodation.

The Niagara Movement and the NAACP

In 1905, DuBois met with a group of 30 men at Niagara Falls, Canada. They drafted a series of demands

essentially calling for an immediate end to all forms of discrimination. The ​NIAGARA MOVEMENT​ was

denounced as radical by most whites at the time. Educated African Americans, however, supported the

resolutions.

Four years later, members of the Niagara Movement formed the ​NATIONAL ASSOCIATION FOR THE

ADVANCEMENT OF COLORED PEOPLE (NAACP)​. This organization sought to fight for equality on the national

front. It also intended to improve the self-image of African Americans. After centuries of slavery and

decades of second-class status, DuBois and others believed that many African Americans had come to

accept their position in American society.

DuBois became the editor of the organization’s periodical called ​THE CRISIS​, a job he performed for 20

years. The Crisis contained the expected political essays, but also poems and stories glorifying African

American culture and accomplishments. Later, DuBois was invited to attend the organizational meeting for

the United Nations in 1946.

As time passed, DuBois began to lose hope that African Americans would ever see full equality in the

United States. In 1961, he moved to Ghana. He died at the age of 96 just before Martin Luther King Jr. led

the historical civil rights march on Washington.

Booker T. Washington ​http://www.ushistory.org/us/42d.asp At the dawn of the 20th century, nine out of ten African Americans lived in the South. Jim Crow laws of segregation ruled the land. The Supreme Court upheld the power of the Southern states to create two “​SEPARATE BUT EQUAL​” societies with its 1896 ​PLESSY V. FERGUSON​ opinion. It would be for a later Supreme Court to judge that they fell short of the “equal” requirement. Although empowered to vote by the Fifteenth Amendment, ​POLL TAXES​,​LITERACY TESTS​, and outright violence and intimidation reduced the voting black population to almost zero. Economically, African Americans were primarily poor sharecroppers trapped in an endless cycle of debt. Socially, few whites had come to accept blacks as equals. While progressive reformers ambitiously attacked injustices, it would take great work and great people before change was felt. One man who took up the challenge was ​BOOKER T. WASHINGTON​. Founding Tuskegee Institute Born into slavery in 1856, Washington had experienced racism his entire life. When emancipated after the Civil War, he became one of the few African Americans to complete school, whereupon he became a teacher. Believing in practical education, Washington established a ​TUSKEGEE INSTITUTE​in Alabama at the age of twenty-five. Washington believed that Southern racism was so entrenched that to demand immediate social equality would be unproductive. His school aimed to train African Americans in the skills that would help the most. Tuskegee Institute became a center for agricultural research. The most famous product of Tuskegee was ​GEORGE WASHINGTON CARVER​. Carver concluded that much more productive use could be made of agricultural lands by diversifying crops. He discovered hundreds of new uses for sweet potatoes, pecans, and peanuts. Peanut butter was one such example. Washington saw a future in this new type of agriculture as a means of raising the economic status of African Americans. The Atlanta “Compromise” In 1895, Washington delivered a speech at the ​ATLANTA EXPOSITION​. He declared that African Americans should focus on ​VOCATIONAL EDUCATION​. Learning Latin and Greek served no purpose in the day-to-day realities of Southern life. African Americans should abandon their short-term hopes of social and political equality. Washington argued that when whites saw African Americans contributing as productive members of society, equality would naturally follow. For those dreaming of a black utopia of freedom, Washington declared, “Cast down your bucket where you are.” Many whites approved of this moderate stance, while African Americans were split. Critics called his speech the Atlanta Compromise and accused Washington of coddling Southern racism.

Still, by 1900, Washington was seen as the leader of the African American community. In 1901, he published his autobiography, ​UP FROM SLAVERY​. He was a self-made man and a role model to thousands. In 1906, he was summoned to the White House by President Theodore Roosevelt. This marked the first time in American history that an African American leader received such a prestigious invitation. One aspect of professional development that educators can participate in is that of educational conferences. While you may at some point have participated in an educational conference as an attendee, you have the opportunity in this assignment to think as a presenter! This assignment will also provide you the opportunity to create or revise your Curriculum Vitae (CV) and cover letter.

In this assignment, you will take your discussion presentation you prepared for the staff meeting and convert it into a poster that you could use at an academic conference. As well, often when submitting a poster proposal you include a CV and cover letter that highlight your experience and research interests. If you created a CV and cover letter for a course in your program sequence, you may take this opportunity to revise and update those artifacts.

Historically, a conference poster session involves use of a large poster-board style document as a reference when speaking with conference attendees about your research or practical experiences with a topic. Increasingly, the poster session involves handouts in digital format transferred through QR codes or another medium and may involve a television or other screen display to communicate your research at an academic conference. Always, your poster presentation contains a title, introduction of the research question/s, overview of the research approach, results from the study or experience, and planned next steps in applying or expanding the study or experience. Additionally, the poster provides information about literature related to the poster topic, usually a selected listing of previously published articles that are important to the research, and a brief acknowledgement to those who helped with the study.

Your poster, in whatever format it is presented at the conference, is effective if it can be scanned and comprehended at a high level in around five minutes. Usually you will be present with your poster to explain points and answer questions in an authentic conference experience.

Using the Poster Presentation Template, create your assignment to meet the content and written communication expectations below. Upload your assignment to the course for evaluation and to your ePortfolio.

NOTE: Including your CV or Cover Letter in your ePortfolio is optional

Content Expectations- Two Parts

Part One:

Introduction (1 point): In 100-200 words, use this section to interest your audience in the issue or question of the study while using minimal background information and definitions.

Materials and Methods (1 point): In 50-100 words, describe the procedure used in the study to collect data.

Study Results (1 point): In 50-100 words, state the research questions, describe how they were supported by the research, and then include visuals (e.g., graphic/charts/diagrams) to illustrate the parts or results of the study.

Conclusion (1.5 point): In no more than 200 words, provide the concluding remarks about the study while explaining the major result in such a way as to convince the audience why the outcome is interesting. Describe the relevance of the findings to the field of education and/or beyond, describe other directionsthis study could lead to, and summarize the changes you would make to the study had you been the researcher.

Relevant Literature Cited (.5 points): Use full citations in APA for all primary works consulted from the literature to inform and support the purpose of the study.

Part Two:

Create – Curriculum Vitae (1.5 points): In three to four pages your CV should include your name, an overview of your education, your academic and related employment (especially teaching, editorial, or administrative experience), your research projects and/or research interests (including conference papers and publications), and your departmental and community service.

Create – Cover Letter (1.5 points): In no more than one page your cover letter should include; heading, introduction, argument, and closing.

Written Communication Expectations

APA Formatting (.5 points): Use APA formatting consistently throughout the assignment.

Syntax and Mechanics (.5 points): Display meticulous comprehension and organization of syntax and mechanics, such as spelling and grammar.

Page Requirement (.5 points): Includes a CV and Cover Letter that are no more than 4 to 5 pages in length.

Source Requirement (.5 points): References three scholarly sources in addition to the course textbook.
