Job Overview
The job being created is a Budget Analyst position and the candidate hired will be responsible for working with their assigned program and various program managers to develop, review, and analyze the budget for their prescribed appropriation. They will be required to review proposed budgets for completeness, accuracy, and compliance with all Department of Defense regulations, laws, and instructions.
Responsibilities and Duties
There will be various responsibilities and duties required of the candidate selected to include performing day-to-day control and management of their respective budget appropriation. They will be required to serve as the functional point of contact (as well as subject matter expert) for all day-to-day financial issues with regard their appropriation as well. In addition, they will be required to provide guidance, advice, and assistance on all budgeting and related issues for our organization (to include conducting analysis and special studies of budget information in order to better assist their program managers for budget related issues going forward). The individual will also use our organization’s automated budgetary funds distribution module to accomplish funds distribution and analysis. Finally, the candidate selected will be responsible for planning, organizing, and directing budget activities in order to ensure the they comply with legal and regulatory requirements and meet our equipment and specialized training requirements.
Qualifications
In order to qualify for the position, the individual selected must have at least one year off specialized experience performing duties outlines above in the job overview. The individual should also be able to demonstrate having had experience in the performance of assignments of moderate difficulty where work assignments consist of analyzing and resolving routine problems, assisting in preparing reports and briefings, and participating in special initiatives, studies, and projects. The individual’s qualifications will be evaluated on the basis of their knowledge, skills, and abilities in the knowledge of commonly used budgetary methods, knowledge of automated data processing, and skill in gathering, assembling, and analyzing sources of factual information. They should also possess the ability to analyze and evaluate program effectiveness and skill in preparing written forms, schedules, and reports related to the obligation of their respective appropriation.
Determining Duties and Qualifications
Since this is a Federal General Schedule (GS) position, all duties and qualifications are determined in accordance with guidelines set forth by the Office of Personnel Management (OPM). As such, our agency is responsible for applying the appropriate standards in individual personnel actions and use them when examining for these positions. In addition, our agency is required to include in the vacancy announcement the general and/or specialized experience and education required for the positions.
In conclusion, once the position is created and candidate selected, we will be able to successfully meet all current and future responsibilities within our organization. Once fully trained, the individual selected for the position will be able to successfully complete all duties assigned and contribute to the team in a positive manner. In addition, as stated in the opening paragraph of this report, the overall intent is to integrate the candidate into our operations in such a way that we can work him (or her) into the deployment rotation for our overseas assignments.
